Man who murdered stepdad/MPD officer surrenders, Palmer Park, Md. --- The man who murdered his stepfather Monday night after a disagreement over yard work has surrendered to police.

Police say 27-year-old Antwan Rayvon James shot and killed his stepfather, 46-year-old Joseph Burrough Newell, who was a D.C. police detective.

Video from a neighbor’s surveillance camera reportedly shows James shoot Newell multiple times as he worked on a light fixture attached to the house around 8 p.m. Monday. The killing happened at the family’s residence in the 6700 block of Green Moss Drive in Upper Marlboro. Newell was pronounced dead at the scene.

On Tuesday, police obtained an arrest warrant for James. He surrendered at PGPD headquarters early Tuesday evening.

Newell joined the Metropolitan Police Department in 1989. He was off-duty at the time of the incident. Police say Newell was not shot with his police-issued gun. Investigators are still looking for the murder weapon.
